Qualcomm Promotes Lou Lupin to General Counsel

SAN DIEGO -- October 3, 2000 -- Qualcomm Incorporated (Nasdaq: QCOM) today announced the promotion of Louis Lupin to general counsel. Mr. Lupin assumes responsibility for overseeing all legal aspects of intellectual property licensing, investment and commercial transactions, employment law, litigation and dispute resolution. The position was previously held by Steve Altman, executive vice president, who assumes increased management responsibilities as part of Qualcomm's office of the chairman executive team.

"Lou's contributions have resulted in the negotiation of Qualcomm's CDMA technology license agreements and successful resolution of intellectual property litigation," said Steve Altman, executive vice president of Qualcomm and president of Qualcomm Technology Alliances. "His astute judgement on legal matters and intellectual property expertise will continue to be paramount to the Company's business."

Mr. Lupin joined Qualcomm in 1995 as senior legal counsel and was later promoted to vice president, proprietary rights counsel and eventually to senior vice president. Prior to joining Qualcomm, Mr. Lupin was a partner with Cooley, Godward, Castro, Huddleson and Tatum where he focused on intellectual property litigation in the telecommunications, software and biotechnology industries. Mr. Lupin represented Qualcomm in its 1994 patent infringement litigation with InterDigital Technology Corporation and joined the Company following the successful conclusion of that case.

Mr. Lupin holds a bachelor's degree in psychology from Swarthmore College and a J.D. from Stanford Law School. He is currently a member of the Executive Committee for the Board of Visitors at Stanford Law School.
