Qualcomm Receives FCC License Renewal and Approval for Increase in OmniTRACS Units

SAN DIEGO

SAN DIEGO - November 1, 1999 - Qualcomm Incorporated (Nasdaq:QCOM) today announced that the Federal Communications Commission (FCC) has approved an increase in the number of authorized mobile units in Qualcomm's OmniTRACS® system from 250,600 to 400,600. The FCC previously renewed the OmniTRACS system license for 10-years by extending it to February 2, 2009. To date, Qualcomm has shipped over 300,000 OmniTRACS mobile information management system units worldwide. The 300,000th unit will be on display in the San Diego-based Reuben H. Fleet Science Center, an educational organization dedicated to furthering the public's understanding of science and technology.

The OmniTRACS system is a satellite-based mobile communications and tracking system that provides real-time messaging and position reporting between fleets and their operations centers. Based on Qualcomm's Code Division Multiple Access (CDMA) technology, messages are sent, via satellite, through a Network Management Center to the customer's dispatch centers. The OmniTRACS system is an interactive, fully integrated information management system that includes two-way mobile communications, satellite tracking and fleet management software. The OmniTRACS system operates 24 hours a day, seven days a week, with ubiquitous coverage.

With over a decade of expertise in providing fleet management products and services to the transportation industry, Qualcomm currently has systems operating in the United States, Canada, Mexico, Europe, Russia, Middle East, Argentina, Brazil, China, Japan, Korea, and Malaysia.
