Carrier aggregation enables higher peak rates and increase data rates for all users in the cell. HSPA+ dual-carrier has become main-stream, and is evolving strongly to bring it to the uplink, aggregate more carriers in the downlink, across bands, across cells (Multiflow), across paired and unpaired spectrum, and more.
