Qualcomm Appoints Jonas Neihardt Director of Government Relations

SAN DIEGO - August 11, 1998 - Qualcomm Incorporated (NASDAQ: QCOM) today announced the appointment of Jonas Neihardt as director of government relations. The appointment reflects Qualcomm's continued commitment to communicate with key constituencies at a time when the telecommunications industry faces increasing regulatory issues, both domestically and internationally.

"Jonas is a tremendous addition to Qualcomm," said Kevin Kelley, senior vice president of external affairs for Qualcomm. "His advocacy on behalf of the wireless industry has helped propel the industry's impressive growth over the past several years, and we know he will bring those results to Qualcomm."

For nearly 10 years, Mr. Neihardt has been instrumental in the development of federal and national telecommunications policies and legislation in both the government and private sectors. Before joining Qualcomm, Mr. Neihardt served as the director for congressional affairs at the Cellular Telecommunications Industry Association (CTIA). Prior to his position at CTIA, Mr. Neihardt served as the budgetary and policy oversight official for the federal telecommunications agencies at the U.S. Office of Management and Budget in Washington, D.C. Mr. Neihardt holds masters degrees in public policy and business administration from the University of Michigan and the George Washington University, respectively.
