Dr. Omkar Rai is Director General, Software Technology Parks of India (STPI). He has contributed immensely in repositioning of STPI with focus on Innovation and dispersal of IT/ESDM industry beyond metros. He brings over 25 years of experience in IT/ESDM sector having unique distinction of working very closely with government and IT /ESDM industry. He has been instrumental in formulating an appropriate interface between Industry, Academia and IT/ESDM Industry. He is working for the formulation of Incubation programme for IT/ESDM sector to promote entrepreneurship, innovation and product creation in the country.


Prior to joining of Software Technology Parks of India (STPI), he served National Informatics Centre (NIC) in various capacities. He is serving as Director on the Board of Directors of MTNL-STPI IT Services Limited (MSITS), National Internet Exchange of India (NIXI) and Haryana State Electronics Development Corporation Limited (HARTRON). He has been contributing immensely in shaping up programs and policies of these entities. He is also associated with School of Open Learning (SOL), Delhi University (DU) as an Executive Council Nominee on their Governing Body, serving on the Board of Governors(BoG) for the International Institute of Information Technology (IIIT) University, Bhubaneswar and a member of prestigious Business Cell of Banaras Hindu University  (BHU). He is the member in the vision group/advisory group for the Electronics and IT Department, Government of Odisha and a member of IT Advisory Committee constituted to assist the DIT, Government of Goa.


Dr. Rai has been educated in Banaras Hindu University (BHU) from where he earned his Bachelor’s, Master’s and Ph. D in Statistics.

Shashidhar (Shashi) Reddy

Vice President – Engineering, Qualcomm India Private Limited, Hyderabad


Shashi Reddy has 25+ years of experience in Wireless and embedded software industry and has worked in companies like Qualcomm, Skyworks, Northern Telecom, Sony, and Intel in US and India. He is currently head of Qualcomm India’s Hyderabad Design Centre that develops embedded wireless products.


Shashi was instrumental in setting up the Indian Design centre for Skyworks Solutions and later for Qualcomm in Hyderabad. He helped start the Qualcomm Hyderabad centre in 2004 and grew it close to 3000 Engineers operation working on development and Validation of Wireless Platforms which power Mobile, Tablets, and other wireless and connectivity devices.


Shashi holds a M.S in Computer Science from University of New Haven, Connecticut, USA and a B.E. in Electronics and Communication from Gulbarga Univ.


Vice President and President, Qualcomm India, Qualcomm India Pvt. Ltd.


Larry Paulson is VP and President of Qualcomm India, based in Mumbai. Larry’s key responsibilities are to provide leadership and drive business growth for Qualcomm in the region. Additionally, he oversees the sales and business organization in India with responsibility for all QCT and QTL GTM activities. He will be also working towards further building and strengthening Qualcomm’s eco-system in India; and to drive a closer collaboration with telecom operators, smartphone OEMs, application developers and ISVs, online and offline channel partners, to leverage the adoption of 4G LTE services riding on Qualcomm’s technology and solutions in the above areas.


Larry has more than 30 years of experience in wireless industry in areas of strategy, R&D, customer development, product marketing and technology creation. He joined Qualcomm in 2013 as VP of Product Mgmt. for Qualcomm Reference Design (QRD). Most recently, he led the QCT Platforms organization and had expanded the QRD platform from the low tier to all MSM™ chipset tiers and into new categories, such as virtual reality.


Prior to Qualcomm, he was the EVP and CMO at BrightPoint. Before that, he held numerous positions at Nokia during his 20+ year stint with the company, including Global SVP and GM of Nokia's WW CDMA device business He also oversaw Nokia's ODM process with partners in China, Taiwan and Korea with responsibility for strategy, R&D, customer development and product marketing. Prior to that, Paulson served as SVP, North America Business Development and President of Technophone (a wholly owned subsidiary of Nokia).

Kun is Vice President of Business Development at Qualcomm Technology Licensing. He is responsible for regional engagement and operations. In the past fourteen years working at Qualcomm, Kun has worked in mobile chipset sales, wireless infra and device OEM account management, ecosystem development, etc. Prior to Qualcomm, Kun worked at Nortel as a system engineering manager and a software developer. Kun holds a Ph. D in Mathematics from the University of Ottawa.


Prior to his current role, he worked as a Management consulting intern at Boston Consulting Group and as an Associate at the venture capital firm, JK&B Capital.

Luke leads the Qualcomm Technology Licensing efforts in India. He has worked at Qualcomm for fifteen years and has been involved in investigating new technologies and launching new products. Prior to Qualcomm, Luke worked for a variety of high-tech companies, including Hewlett-Packard and small startups. He has a B.S. in Electrical Engineering from Lehigh University and a M.B.A. from the University of Chicago.

Pranesh Sinha leads Technology and Product Strategy initiatives at Qualcomm. Currently, he is driving Qualcomm's collaboration efforts in multiple countries by building innovation labs which benefit ecosystem partners. Pranesh has been at Qualcomm for more than 10 years in various roles including 3GPP standardization, technology strategy, and product development. Some of his key accomplishments include delivery of the world’s first HSPA+ and LTE products, establishing LTE-TDD as a global standard for unpaired spectrum, and delivering the first world-mode cellular modem including TD-SCDMA.


Pranesh has also worked in management and technical leadership roles at Intel, Texas Instruments, Ensemble Communications and Conexant. He is published in technical journals and holds multiple patents. He graduated from the National University of Singapore.
