QUALCOMM PureVoice Converter

Thie PVConv.exe command line (console) application converts 
PCM (mono, 8 kHz, 16-bit) wave file to PureVoice qcp
file and vice-versa.

Usage: PVConv [-h] [-v] [-r <rateset>] infile [outfile]
    -h      : Display this help (usage) information
    -v      : Display program version information
    -r      : Select rate set:
                vfr = variable rate, full rate max (default)
                vhr = variable rate, half rate max
                ffr = fixed full rate
                fhr = fixed half rate
    infile  : PCM wav or qcp file to convert
    outfile : qcp or wav file

outfile is an optional field. Without outfile specified, the same file name
with an appropriate suffix will be used to save the converted file.

MINIMUM REQUIREMENTS

To use PureVoice Converter, you must have the following:

-  Microsoft Windows 98SE, Windows NT 4.0 SP6 or higher,
   Microsoft Windows 2000 SP4 or higher, or Microsoft Windows XP
