Shawn A. Covell

Vice President

Shawn A. Covell is vice president of Government Affairs for Qualcomm Incorporated. In this capacity, Covell helps manage global operations and strategic planning of the government affairs team.

Covell oversees two key government affairs teams responsible for elevating Qualcomm’s profile among policy makers, opinion leaders and governments. Qualcomm’s Public Affairs team is responsible for strategic communications, public policy initiatives and legal communications. Qualcomm’s corporate citizenship initiative, Wireless Reach™, strives to bring wireless technology to underserved communities around the world with a goal of creating sustainable advanced wireless projects that strengthen economic and social development.

Previously, Covell was senior director, Southeast Asia Government Affairs, based in Hong Kong. In that role, Covell directed Qualcomm's public policy agenda and its relationship with government entities in Southeast Asia. She worked with ministries of communication and independent regulators on national frequency allocation plans, 3G regulations and 3G licensing.

Prior to joining Qualcomm, Covell was manager of congressional affairs at the Cellular Telecommunications and Internet Association (CTIA), the largest U.S. wireless industry association. She began her career in politics in 1994 working in Washington, D.C. as an aide to former California Congresswoman Lynn Schenk.

Covell serves on the Board of Directors of the San Diego World Trade Center and the San Diego New Children's Museum. She graduated with honors from the University of California, Santa Barbara, with a degree in political science and an emphasis in international relations. Covell also holds a master’s degree in international affairs from the University of California San Diego's School of International Relations and Pacific Studies.
