Qualcomm’s Strong Commitment to the Community and the Industry is Recognized

Company Honored for its Corporate Citizenship and Industry Innovation

– September 28, 2004 – Qualcomm Incorporated (Nasdaq: QCOM), pioneer and world leader of Code Division Multiple Access (CDMA) digital wireless technology, today announced that the Company has been honored with three awards for its commitment to community and innovation in the wireless industry. From the San Diego Telecom Council (SDTC), Qualcomm received Innovator Awards in two different categories: Legends in Innovation and Innovators in Telecommunications, both based on the Company’s advancement of the telecommunications industry. In addition, the Corporate Citizen Group bestowed upon Qualcomm its inaugural Corporate Citizen Award, recognizing the Company’s ongoing and effective community relations efforts.

The SDTC’s Innovators in Telecommunications Awards recognize individuals and teams from San Diego companies that are making significant technology contributions to
telecommunications. The organization honors engineers, entrepreneurs and creative geniuses that are the promise of the telecommunications industry in the years to come. The SDTC’s Legends in Innovation Award was given to the Qualcomm team that originally developed the Company’s proprietary CDMA wireless technology. This team pioneered the CDMA technologies that have subsequently revolutionized cellular communications, and includes current Qualcomm chairman and chief executive officer Dr. Irwin Mark Jacobs, Dr. Roberto Padovani, Dr. Klein Gilhousen, Butch Weaver, Dr. Andrew Viterbi and Dr. Chuck Wheatley.

In addition, the SDTC has bestowed upon Dr. Roberto Padovani, executive vice president and chief technology officer of Qualcomm, its Wireless WAN Special Interest Group’s Innovators in Telecommunications Award. Dr. Padovani is being recognized for his continuous innovation in the telecommunications industry and his contributions to the development of significant wireless technologies.

“Together, these two awards for Qualcomm highlight the Company’s continued commitment to improving wireless communications technology,” said Julia Wilson, executive director of the San Diego Telecom Council. “The San Diego Telecom Council recognizes and respects the technical achievements Qualcomm’s original CDMA team has made to the telecommunications industry. As a member of this original team, Dr. Padovani has continued to exemplify the standards of innovation in the telecommunications industry with his contributions to ground-breaking technologies such as the cdmaOne and 1xEV-DO standards.”

The SDTC is a broad-based coalition of communications related companies, service providers, professional trade groups and organizations within the public sector. The SDTC works to position the San Diego region as a world center for innovation in telecommunications via the promotion and development of telecommunications programs. Qualcomm has been headquartered in San Diego since its founding and maintains a strong connection with the local community through both philanthropy and technology-related education programs.

The Corporate Citizen Group, a community relations firm and prominent industry observer, has recognized Qualcomm with its Corporate Citizen Award, honoring organizations that demonstrate exceptional ethics and earth-friendliness, as well as outstanding vision and leadership in fostering effective community relations. Qualcomm was one of 25 organizations with significant operations in the United States that were nominated for the award. An international panel of community relations professionals, along with more than 1,300 citizens, selected Qualcomm as the nominee that best fulfilled the criteria. Dr. Irwin Jacobs accepted the award on behalf of Qualcomm, Friday, Sept. 24, 2004.
